JL Earthworks & Design LLC is the next chapter of a family-owned business with deep industry roots. Predecessor JL Excavation LLC was founded in 2005 and incorporated in 2013 in northern New York, earning a strong reputation for safe, dependable earthwork and utility work — municipal water and sewer, commercial site development, and large-scale excavation.
In 2024, the business was reestablished in Oklahoma as JL Earthworks & Design LLC — heavy construction experience paired with in-house GPS machine-control modeling. Today the company delivers complete site preparation and utility construction for commercial and municipal projects.
We install and connect critical utility systems — water mains, sanitary sewer, and stormwater drainage — to engineering standards and local regulations.
Leadership.
Jesse Linstruth
Jesse holds an A.A.S. degree in Math and Science from Jefferson Community College and brings more than 30 years of experience in the earthwork and utility construction industry. Throughout his career, he has served as an Operator, Foreman, Superintendent, and Project Manager.
As owner of JL Earthworks & Design LLC, he oversees all aspects of operations and brings extensive experience in commercial site development, design-build construction, utility installation, GPS-guided grading and layout, estimating, scheduling, and comprehensive project management.
Kristi Linstruth
Kristi earned her B.S.Ed. and M.S. in Mathematics from Pittsburg State University and spent eight years teaching mathematics at Jefferson Community College. She later transitioned into the construction industry, bringing a strong foundation in analytical thinking, problem-solving, and organizational leadership.
Kristi plays an integral role in the company’s day-to-day operations, overseeing key administrative and financial functions. Her expertise in strategic planning, budgeting, operational coordination, and business management supports efficient processes and sustained operational performance.

The owners relocated to the Tulsa area, transitioned JL Excavation LLC to new ownership, and reestablished the business in Oklahoma as JL Earthworks & Design LLC.
